Job Description

Pak-Arab Refinery Limited (PARCO), an integrated energy conglomerate, is a Joint Venture between Pakistan and Emirate of Abu Dhabi. PARCO owns and operates Pakistans largest and most modern refinery, over 2,000 kms of pipeline network, strategic storage facilities and marketing operations. The Company has Joint Ventures with renowned international companies and is continually following an aggressive growth strategy with planned expansions, acquisitions and penetration into new markets.

Reporting to the Managing Director and a member of the Company's Executive Committee, this position is based at PARCOs Corporate Headquarters in Karachi and is responsible for the Company's nationwide production operations including the refinery, the pipeline network, terminals and stations, engineering and expansion projects as well as HSE and Security.
The candidate must be a mature, innovative and exceptional engineer with excellent managerial skills, hands on experience of leading diversified petroleum operations including a large, complex and modern refinery having primary as well as secondary processing units and an extensive oil pipeline network and related installations.

Managing the Companys diversified petroleum refining and cross country pipeline network operations.
Organize and lead a large team of about 1000 people including 800 highly qualified engineers, technologists and professionals of diverse specializations and backgrounds.
Plan and implement business, technical and production strategies aimed at maximizing efficiency and financial returns.
Ensure safe and environment friendly operations at maximum capacity with minimum downtime in accordance with the best international petroleum refining, pipeline operation and HSE standards. Perform regular process and unit audits in order to ensure efficiency, cost & safety and managing deviations.
Implement international benchmarking systems to define improvements in processes and operations.
Ensure proper maintenance of all assets, plants, equipment, utilities and infrastructure at all locations. Plan and manage turnaround, supervise expansion and engineering projects, achieving quality standards as well as optimizing costs.
Interact and negotiate with plant and technology suppliers, contractors, consultants, financial institutions, vendors, service providers etc.

Essential Requirements:
Sound knowledge of petroleum refining processes, operational and efficiency standards, maintenance requirements.
Refinery economics including Crude/Feed stocks yield, margins, product/component economics, refinery constraints.
Project management including scope definition, cost and benefit evaluation, contracting and procurement, project planning and implementation, commissioning, etc.

Qualification & Experience:
Bachelors degree in Engineering, preferably with post graduate qualifications in Business Management with minimum 25 years of proven Engineering Management and Operations experience including at least 7 years as head of operations of a large, complex refinery and pipeline systems.
Age: Around 55 years.
