PMS Exam in Pakistan | Criteria, Salary and its Promotion Scope

What is PMS Exam in Pakistan: PMS stands for Provincial Management Service. It's a competitive exam being conducted by provincial governments of Pakistan through its Commissions namely Punjab Public Service Commission (PPSC), Sindh Public Service Commission (SPSC), Balochistan Public Service Commission (BPSC), Khyber Pakhtunkhwa Public Service Commission (KPSC), Azad Jammu & Kashmir Public Service Commission (AJKPSC). Candidates have to clear PMS test including written test, psychology test and interview; who passed these PMS tests are offered government job as First Class Officer (Grade 17). An officer passing this exam is called PMS Officer.

PMS Introduction

Provincial Management Service - PMS is one of the government services. The PMS came into existence on January 17, 2014 in the province of Punjab upon notification by the S&GAD, Government of the Punjab - Pakistan. In Pakistan, it was established by the provincial governments in a bid to improve the service structure of bureaucracy in the provinces. Though Federal Bureaucracy especially Pakistan Administrative Service (formerly District Management Group / DMG) predominantly controls the provincial administration in Punjab and other provinces, the Provincial Management Service Officers have also been given considerable share in posts in Punjab.

Provincial Management Service - PMS consists of government-officers appointed directly in Grade-17 through competitive exam conducted by Public Service Commission at provincial level. PMS Officers appointed in Scale-17 get promotion in Scale-18, Scale-19 and Scale-20 as per notified Service Rules called PMS Rules, 2004. Commonly, PMS Officers are posted as Section Officer, Assistant Commissioner, Magistrate, Deputy Secretary, Additional Secretary, DCO, DG, Commissioner, Secretary or any other equivalent post of their grade. PMS Officers are important unit in the top level bureaucracy of the province and they perform their duties at Tehsil, District, Division and Provincial level at important posts.

Difference between PCS and PMS

PCS stands for Provincial Civil Service and PMS stands for Provincial Management Service. Both are same as PCS service has been merged into PMS service. PCS had two tiers namely PCS-Executive and Provincial Secretariat Service (PSS). Like PMS Officers, PCS Officers were appointed through competitive exam by the Public Service Commission. Those who were in higher merit opted PCS-Executive and rest joined Secretariat Service. In the year 2004, these two groups (PCS-Exe and PSS) were combined under the banner of Provincial Management Service (PMS) which includes all posts previously held by PCS and PSS Officers. Further, numbers of posts for PMS Officers have also been increased.

Qualification Requirements for PMS Exam

  1. Graduation in any discipline with minimum Second Division from a recognized university.
  2. All male, female and transgender, domiciled in Punjab, can apply for PMS Exam in PPSC.
  3. Fresh graduates and already job holders in private or public sector are eligible.

PMS Age Limit

As per Advertisement No.03/2023 by PPSC PMS age limit is 21 to 30 years on 1st January 2023. Age relaxation is allowed in following cases:

  1. 21 to 30 years on 1st January 2023. In the case of officials serving in connection with the affairs of the Federal Government, who are domiciled in the Punjab as well as the officials serving in connection with the affairs of the Punjab Government having at least 4 years service as such, the upper age limit shall be 35 years. For special persons, maximum 15 years relaxation in upper age limit shall be allowed as per Punjab Civil Servants Recruitment (Relaxation of Upper Age Limit) Rules, 1976.
  2. For special persons, maximum 15 years relaxation in upper age limit shall be allowed as per Punjab Civil Servants Recruitment (Relaxation of Upper Age Limit) Rules, 1976.

The relaxation as per Government of the Punjab, S&GAD Notification No.SOR-III(S&GAD)1-25/94(P) dated 29-11-2012, Punjab Delegation of Powers (Relaxation of Age) Rules, 1961 shall not apply to the posts of the Government required to be filled through Combined Competitive Examination conducted by the Punjab Public Service Commission.

The cutoff date for determining the eligibility as far as age is concerned shall be the 1st January 2023. However, the candidate must fulfill and complete all other preconditions/ qualifications for the examination on or before the closing date as given in this Advertisement. The candidates will produce the original certificates at the time of Psychological Assessment and Interview to authenticate their claim in the application form.

PMS Jobs

The PPSC holds this exam as and when PMS posts are available in the Punjab Province. Since its inception, PMS exam is being taken on more or less three years basis. Examination-2022 (to be held in 2023) has been announced.

PMS Exam Criteria

PMS Exam is a combination of written test (comprising of 1200 marks) and Interview/ Viva Voce (comprising of 200 marks). PMS criteria is as follow:

  1. Negative marking is done deducting 0.25 marks for each wrong answer in the Objective (MCQ) paper of General Knowledge.
  2. Non-Muslims candidates have the option either to attempt paper in Islamic Studies or Ethics (Combination of both Subjective and Objective).
  3. All the candidates shall take all the compulsory subjects.
  4. The candidates have to take compulsory as well as optional subjects from PMS Syllabus defined by the PPSC.

PMS Exam 2022 (to be held in 2023)

27 PMS Posts (Open Merit 25, Special Person 01, Minority Quota 01) have been announced by the PPSC, the advertisement is available at its website. The examination will be held at Lahore, Rawalpindi, Multan, Bahawalpur, D.G. Khan, Faisalabad & Sargodha in due course of time.

Date Sheet PMS Exam 2022

Date Sheet of PMS Exam 2022 (to be held in 2023) will be availed as and when it is announced by PPSC.

Important Information About PMS Exam

  1. The minimum standard for the question papers is of graduate level.
  2. The Candidate have to obtain 40% marks in each paper and 50% marks in the aggregate i.e. 600 marks to qualify for interview. Thereafter, a candidate also have to secure 50% marks in the interview to be held eligible for final merit list of successful candidates.
  3. Besides Open Merit quota, Special zone, Special person and Minorities quotas are considered.
  4. The examination is held at Lahore, Rawalpindi, Multan, Bahawalpur, DG Khan, Faisalabad and Sargodha districts.

Job Description of PMS Officer

Newly appointee PMS Officer undergoes mandatory training at Management & Professional Development Department (MPDD), Lahore for a period of six months. After this MPDD training, a PMS Officer may be assigned following jobs / postings:

  1. Posting as Assistant Commissioner (Under Training) / AC (UT) for a period of 03 months. This posting enables an officer to have know-how of the working of Assistant Commissioner in Tehsil.
  2. Newly appointed PMS Officer is required to work first 02 years of his/her service in Civil Secretariat. This practice is done to make the officer go through the practical environment and learn the basic techniques of official working in government departments. In Civil Secretariat different types of posts await for newly appointed PMS Officer. He /She may be posted as:
    1. Section Officer General
    2. Section Officer Establishment
    3. Section Officer Technical
    4. Section Officer Budget
    5. Section Officer Inquiries
    6. Section Officer Litigation
    7. Section Officer Planning
  3. Field Postings for a newly appointed PMS Officer are as under:
    1. Assistant Commissioner
    2. Special Judicial Magistrate
    3. Sub-Registrar
    4. District Monitoring Officer
    5. General Revenue Assistant
    6. Deputy Director Anti-Corruption

PMS Officers Salary

After appointment, the PMS Officer gets salary of Basic Scale-17 along with allowances and financial benefits as admissible to Punjab Government employees. Mostly at the beginning of their job, PMS Officers are posted as Section Officer in any department of Civil Secretariat. A PMS Officer salary can be estimated as follow:

Promotion Scope of PMS Officers in Punjab

In compliance with 18th amendment, the posts of Basic Scale-17 to Scale-21 are available for PMS Officers in Punjab. As per service rules, their appointment and promotion criteria is as under:

Scale - 17

  1. 50% posts are filled by initial recruitment on the recommendations of the PPSC based on the result of combined competitive exam.
  2. 45% to be filled by promotion as follows:
    1. 22.5% on the basis of seniority cum fitness from amongst Tehsildars, who are graduates and have five years service as Tehsildars;
    2. 22.5% on the basis of seniority cum fitness from amongst the Superintendents and Private Secretaries who are graduates in the ratio 50:50, respectively.
  3. 05% by selection on merit from amongst the civil servants holding respective posts on regular basis in Basic Scale-05 to Basic Scale-16 with Master's Degree or Degree (4 years) or LLB from a recognized University serving under the Government and having the following experience:
    1. For officials in Basic Scale-11 to Basic Scale-16 = 5 years and
    2. For officials in Basic Scale-05 to Basic Scale-10 = 08 years.
  4. Note: The selection against this quota of 5% shall be made by the Punjab Public Service Commission.

Scale - 18:

100% posts of Basic Scale-18 are filled by promotion on seniority-cum-fitness from amongst the cadre of PMS/Basic Scale-17 being at least five years' service with Prescribed Departmental Training/ Exam

Scale - 19:

100% posts of Basic Scale-19 are filled by promotion on the basis of selection on merit from amongst PMS Officers holding posts in Basic Scale-18 and having at least 12 years service against posts in Basic Scale-17 and above of which at least 04 years service should be in Basic Scale-18 after Prescribed Departmental Training/ Exam.

Scale - 20:

100% posts of Basic Scale-20 are filled by promotion on the basis of selection on merit from amongst PMS Officers holding posts in Basic Scale-19 and having at least 17 years service against posts in Basic Scale-17 and above, of which at least 3 years service should be in BS-19 after Advance Training Course

Scale- 21:

100% posts of Basic Scale-21 are filled by promotion on the basis of selection on merit from amongst PMS Officers holding posts in Basic Scale-20 and having at least 22 years of service against posts in Basic Scale-17 and above of which at least two years of service should be in Basic Scale-20.

General Information

Candidates having domicile of AJK, Balochistan, KPK and Sindh are ineligible to apply for PMS Exam in Punjab Province and vice versa. They can apply for PMS Exam / Jobs in their province respectively.

Dear Hassan, PMS Exam doesn't offer police group, so ASP is not appointed through this exam. Also there is no special quota for Army Officers. They are selected on open merit.

Respected Fizza khan, The Police Service of Pakistan (PSP) is one of the all Pakistan Services of the Government of Pakistan. One has to pass the Central Superior Services (CSS) Examination conducted by Federal Public Service Commission (FPSC) with highest merit to opt for PSP as the group is ranked at first or second priority by the candidates. FPSC conducts CSS Examination every year.

Dear Umair Rana, PMS Officers are appointed through Punjab Public Service Commission (PPSC), Lahore. Then PPSC sends them at the disposal of Services and General Administration Department (S&GAD), Government of the Punjab, Lahore. Then the S&GAD decides to post them as Section Officer in any Department of Punjab Government or Assistant Commission (AC) or Magistrate in any district of Punjab Province. Also, S&GAD may like to post them against any other/suitable post of Grade -17

Respected Ania Khan I believe, Assistant Commissioner is not a rank of Police Department in Pakistan rather it's a civil post. So they work as civil officer, however, they may call police force with them as and when they need.

Dear Abdul Razzaq, One has to pass PMS Exam to get PMS jobs irrespective of the fact he / she is employee or not. However, there is an advantage for an employee that he knows the office environment better than a fresh candidate. You have good job experience in government sector, your service exposure will help in this regard. You may please apply for these PMS Jobs.

Dear Adil Samoo, For last few years, PMS Jobs announcements by PPSC did not occur every year. PMS exam is announced when new PMS seats are created or already existing posts are found vacant on account of retirements of earlier PMS officers. The S&GAD sends its request to PPSC for recruitment of new PMS officers whenever S&GAD finds the PMS seats vacant. Please write, if you need more clarity

The PMS posts belong to S&GAD. PMS jobs advertised by PPSC are always requisitioned by Services General Administration Department (S&GAD), Govt. of the Punjab. So the PMS officers works in Punjab under S&GAD.

Dear Qasim Ali, There is formula in Federal government through which officers of other services such as PMS are included in PAS against defined quota but it has very few posts. As per service rules, PMS officers after 5 years service are eligible for promotion as BS-18 officer. In reality it takes 10 years or more.

Only highest rank candidates, after written and interview are selected for available posts. Those who fall in waiting list have meager chances as no one out of the selected ones deny such Jobs. It is just like CSS where every year 200-300 candidates do not get selected due to less number of posts.

Respected sir, i am a government servant in education department. I joined service on 2nd july 2016 on contract basis. Now department has decided to permanent all the contract employees from next year. I am preparing for PMS and want to give exam in the next batch after 2019. My d.o.b is 10th January 1990. If department will permanant us after some date in 2020 after january, my age would be above 30 years. My question that even after this period can i avail age relaxation? Thanks
